Question / Help Help setting up OBS

Hello I am posting here because I have tried for months getting my stream to turn out clear because anytime there is motion in my games the stream gets blurry or pixelated and doesn't look sharp as I would like it to be. Before I go into anything else, here is my PC specs:

All I need to know is what exactly would be the best optimal settings for a clear stream or something better than what I am at now. I also stream The Division and Rocket League so if I need to change the settings for those games I would appreciate some insight on it. Thanks!

720p@30fps, 2000kbps, x264 Veryfast.
Even going to 2500kbps is a bad idea, and will cause a significant number of potential viewers to buffer.

You're skipping and duping a LOT of frames on Faster/Fast, it appears your system can't handle that preset.
You need to set your keyframe interval to 2 (it's currently at 4, showing 120 on 30fps) to be compliant with Twitch's ingest requirements.
Turning off CFR can help (Twitch needs CBR) if you aren't recording locally and planning to edit the videos with Sony Vegas later. It's also very slightly CPU lighter to have it off.

The Division is a VERY HEAVY game. You may need to downscale further to 480p@30fps, 2000kbps to maintain quality and reduce CPU workload further... it's pretty well-known for being a CPU hog, which interferes with streaming badly even on high-end systems.
