Question / Help Help set up CLR Broswer Plugin

Ok I've been struggling to find the right answer on how to fix my problem.

I've been trying to get my twitch alerts to work on OBS.. I followed the instructions and downloaded the 64bit because that's what my computer says its running. I also went ahead and did the 32bit as well.. I then extracted it as it says to do so.. as well as download the other updates (Microsoft stuff.. blah blah).

now when I go to open OBS and right click and expect there is a CLR Browser button to add my alerts.. there isn't one.
I've followed all the steps to a T and done them back over again 4 times.. still nothing

I've also found another video that says to open OBS and add a window capture.. now when I try that everything seems to go smoothly but its a black box that appears and nothing runs or works from it.. I don't know what to do I've tried looking for an answer and I can't figure out what I'm doing wrong.

--I maybe pondered that the Microsoft Visual C++ whatever it is says for windows 8.1.. I currently have Windows 10... So does that mean I wont be able to run the alerts because the windows visual is only for windows less than 10? Is there another one I can use so I can run it on my OBS?

-Can someone please help me figure out my problem and what I'm doing wrong. I'm trying to start my twitch account and have alerts and look professional but its just not working out for me!
 
1> the runtimes it lists as requirements MUST ALL be installed. 32-bit and 64-bit for the visual studio ones.

2> do you have a screenshot showing your plugins folders handy?
