What is likely is that your cooler is not good.
Thermal throttling begins at 95 degrees celcius on a core.
For all cores to thermally throttle, that means your entire CPU is overheating.
This means you need to repaste and/or add a better cooling system.
As it is right now, your CPU is worse cooled than 90% of gaming laptops on the market. It definitely needs something to be done, and bad. You should not be hitting that level of temperature that quickly.
