maybe someone ccorrect me, but atleast what i see in log is you are useing some "bad" settings.
In Advance tab in OBS settings, set your Encoding profile to Main and also Keyframe=2 .
Also, iam not any proffesional, but i think for 1080p@30fps stream, 1000/1000 bitrate is rly low, try to downscale to 720p@30 in Video settings and find what filter is best, start with Bilinear and go up if everything is ok.
