Question / Help HELP - New PC Config

Hello every one.

Recently bought a new pc with the following settings:
I5-4670 3.4GHz, 8GB 1600Mhz, 1000GB HD, Radeon R9 290 4GB, 600W Power

Internet info its: 35Mb/3,3Mb Up

I playGW2.

I wonder what would be the best config stream and whether I have the ability to do stream 1080p.

I have tested various configurations and yet the video still gets a poor quality when the screen is in motion.

I'm thinking of buying a c985 Live stream, that would solve my problem, or can further enhance this setting?

You aren't going to get a good quality stream for a higher motion game like GW2 at 1080p at the bitrates Twitch allows. A capture card would do nothing to fix that. Downscale your stream resolution to 720p.
