Question / Help Help needed for Maxbitrate and Buffsize

Hi i'm new to OBS and was just wondering if I could have help with my stream settings. Whenever i try to stream to twtich, my stream video freezes and so does obs. it says like it is taking too long to encode. What should i do about this? and also Im not sure what maxbitrate or buffsize means and what I should put them as. Trying to stream League of Legends. My Obs freezes also. I have an intel 2000 and i believe i am 1366x768 resolution (not too sure it just says this in the screen resolution in control panel). Im a computer noob and i dont know a lot of information or how to figure stuff out but here is a link to the laptop i have if you need more information.

Also found out that ping is 22 ms, download speed is 11.33 mbs, and upload speed is 5.34 mbs.
