1. Your shift key seems to be stuck.

2. Please spend at least 5 seconds reading the stickies in this forum. This title might be a clue on how to start ;)

We don't even have a little bit of a chance of helping you until you've done that.
Don't forget to continue reading the other stickied threads and not just the linked one here, the others contain a lot of useful information.

First your CPU isn't that powerful. Maybe equivilent to a low end i5 at most.

Recommended
720p downscale
30fps
2000-2500 bitrate (lower it if your viewers are telling you they are buffering on their side)

Scale down your webcam to 720p as well. to be honest it wouldn't hurt to even try setting the video tab of 720p with no downscale and lowering your elgato resolution to 720p as well. This is mainly because it seems that what ever else you are doing on your PC is causing OBS to lag out even at the lowest resolution, which leads me to the next part.

Dont watch your own stream while you stream. Stream for a test then stop, then watch your results, have someone on skype watching and letting you know whats going on.

I know we all want to see how our stream looks but you are adding in extra CPU usage that could be used for not lagging the stream if you you just keep away from watching it while you play.
