Question / Help HELP?! HIGH CPU? NO IT'S NOT??

hello, I'm totally new to typing a forum so sorry if I don't understand something. ( I don't speak English so please keep it basic)

So here's what's going on.

I stream for a long time now, I used to stream with the CPU : AMD FM2 A4-5300 Dual Core 3,4GHz
The only problem with that, was that I only could turn on OBS and my CPU was already at high usage ( 80 to 90%)
So I recently got a new CPU : AMD FM2 A10-6800K Quad Core 4,1GHz

So I thought 'Yes'' I can stream now with better quality.

So here's my problem:

When I run OBS and Preview or stream it only takes 20% of my CPU that fine.
When I run Gamercap (3d application software for Hauppauge capture, I use this because if I try to add a video capture device it says invalid resolution, maybe a solution for that?) it only takes 3 to 10 %

So that basically means I only use around 70 to 80 % of my cpu that fine.
But when I stream Gamercap its starts LAGGING even though its not mine CPU I don't know what it is?

Can someone help me with this?

So even though you've set it down to 720p24 and have CFR turned off, you still get over 16% duplicated frames. Your CPU just isn't fast enough for what you're asking of it.

First, your settings are less than ideal for saving to disk (not streaming). Check out this guide to help with your settings: https://obsproject.com/forum/threads/how-to-make-high-quality-local-recordings.12600

Second, you're going to have to turn down some of your settings. Use a larger downscale for a smaller resolution recording and use a faster preset like Super Fast or Ultra Fast.

Third, if you want to actually do anything with your recording other than watch it (like edit it and make a YouTube video) you're going to have to turn on constant frame rate (CFR).

Fourth, low to middle-end AMD CPUs still aren't very good, so limit your expectations. :(
