Question / Help Help! Dropping Frames for no reason

Ok, I've been trying to solve this problem for about a week now and I have made zero progress. I use OBS to live stream video games to twitch.tv. I have done this for a while and I have had no problems before this. Recently, my streams have started dropping frames crazy fast. I've switched servers, changed settings, and even lowered my resolution and framerate...The only way I have gotten my stream to not drop frames is setting my streaming bitrate to an insanely slow speed like 800 kb/s. I really need some help and this is driving me crazy....

It is a new PC, which may be configured wrong. Only built it two weeks ago

Specs: PC: Asus Z97 Pro MB, Intel i7 4790k Processor @4.0 ghz, 16 gb ddr3 1866mhz ram, Nvidia GTX 970 by MSI, 500 gb Samsung 850 evo SSD, 3 TB WD Black HDD, Windows 7 Ultimate 64bit,

Internet Speed: Download speed: 47.63 Mb/s, Upload Speed: 4.75 Mb/s

There is really nothing we can do about this, you should talk to your ISP.

Well, I don't think its an ISP problem because I can stream just fine on another PC I have as a workstation, it's just my actual gaming PC that is having issues. I've tried all the usual fixes and nothing seems to work
