Help cannot record with Intel QuickSync

i can't record it say "Failed to start recording"
i'm using P106-100 (GTX 1060 6GB) which basically it's a mining GPU so my GPU doesn't have a NVENC
so that's why i want to use my IGPU encoder to record/stream

You're going to need to rollback to v29 or 28. Gen 6 & older are no longer supported. Some people had trouble with 29 after rolling back so 28 may be the safer bet. Go back a few pages until you find them. Click on "Assets"

so, i must rollback to older version and copy the DLL and i can replace it in the newer obs?

You can download 29 .zip from https://github.com/obsproject/obs-studio/releases/tag/29.1.3 , extract/copy the file and just keep your 30.0.2 install.
If that doesn't work, try the last 28 version from https://github.com/obsproject/obs-studio/releases/tag/28.1.2 or last 27 version from https://github.com/obsproject/obs-studio/releases/tag/27.2.4

If OBS was installed to the default directory, you would copy it to C:\Program Files\obs-studio\obs-plugins\64bit\
