Hey would be great if i could get some help with getting the best possible quality for my stream.

My Pc:

Intel Core i7-3770
sapphire radeon 7870
8gb ram
Native resolution: 1080p

My Upload speed is 3mb tested on Speedtest.net

I don't think it is worth streaming on 1080p or that i can properly do it so I guess I'm looking for the best settings for 720p streaming.

I highly recommend the awesome estimator by R1CH, if you haven't tried it already.

You should be able to do really good streams, but that bitrate is a bit low. I'd probably recommend 720p 30fps for that bitrate. 60fps really requires like 3000 bitrate ideally, and it would probably end up causing you to drop frames too often.
