Question / Help Heavy Stuttering while streaming Payday2 @ 720/30fps

For some reason i had alot of stuttering going on while streaming payday 2 tonight. I tried tinkering around with the settings like lowering bitrate, using quicksync or openCL but the stuttering seems to happen regardless. Can somone help me out?

Edit: forgot to add my network speeds. They are : 35down/2.9up

I'm actually at a loss, It seems to be running great in OBS at least. Where is the stuttering occurring? In the game while you play, or is it something that just displays to the stream. If just to the stream, then could you make a vod/video?

at around 2 min when the game actually starts you'll notice it start to stutter, in some instances it'll be a very quick stutter, in other instances it'll stay frozen for 3-5 seconds before it picks up again. The game itself plays fine, but i can see it stall in obs on my 2nd monitor and it records it to the stream too.

Edit: at 3:00 is a really good example of this, it stalls for a good 7 seconds.

really? seems like its only stalling in payday 2 though. i was streaming starcraft last night and it handled fine at the same settings.
 
I have been having the same problem with this and did some testing this is my findings. the links file is the highlights made on my bots channel. Specs of my pc can be found on my twitch page user name same as my name here
