Question / Help Having Weird OBS FPS PROBLEMS

Hello guys so i just upgraded my Computer and got a new cpu,RAM,MOTHERBOARD and i went to go stream. While streaming i am getting 20-30fps in obs, When i didn't change none of the settings from the last time i streamed with the old parts.

Computer specs are:
i7-5820k
16GB ram
GTX 970

My OBS Settings are :
Encoding is use CBR, Encoder is x264. Max Bitrate is 3k
Video settings are base resolution is 1920x1080. But i downscale it to 1280x720p. The Filter is Bicubic Sharper( Good Detail,16 Samples)
Advance : Checked Multithreaded Optimization,Process Priority class (Normal)
X264 CPU Preset is Veryfast
Encoding Profile; Main
Keyframe is 2

I am unsure why i am having this problem with such a beast of a cpu. My cpu Never goes passed 40% Cpu usage and the temps are fine.

What pci-e mode is the video card in?

(you need the total time per frame under 16ms in order to record or stream at 60fps)

Hey, this worked for me, I don't know about you. But I'd try moving your primary GPU to the first 16x PCIe slot on your motherboard and check the video cable running from your GPU to your monitor to see if it's loose and secure it in place.

I have a 5820k as well and an R9 280.

Why would that affect my Fps in obs?

i am unsure.. how do i check that or change that?

You check the pci-e mode using gpu-z. If it's not in x16, mode it's choking on PCI-E bandwidth.

it seems like its not gettting enough power.. or maybe i'm reading this wrong.
