Question / Help Having problems with streaming 480p downwards

This happened just recently:

I usually stream at Twitch and my settings are quite optimal (480p) because I have a really low upstream bandwidth. OBS has served me well for the past months until recently, the streams show something like this:

The problem disappears whenever I change the stream resolution at least one step higher, but doing so will consume the entirety of my upstream. I just want to know if there are any workarounds with this issue. I'm not even sure if this is a problem on OBS' side or maybe in my codecs, etc.

EDIT: Whether it be a file output or an actual stream, the result is the same. The image I provided is from a file output.

I would need to see a log file if possible, but sometimes these strange draw issues are caused by invalid cached shaders. Close OBS, deletie the %appdata%\obs\shaderCache directory, and open OBS again and see if that fixes it.
