Having low bitrate and high dropped frames on good network

I stream quite frequently using OBS and my settings never had any issues, but in the last few months there was a surge of dropped frames (around 90%) and an all spike low on my kbps which used to be always at 8000kbps (now it barely cracks 2000kbps).
Desktop is connected through Ethernet cable to router and internet download speed is 300MB / Upload speed 100MB, so I don't think it's an issue in the internet.

I tried many things while looking online but nothing helped me fix this.
Tried:
Running as admin
Changing video enconder
Updating windows
Updating Obs

Can someone help me with this issue?
My specs:
CPU: AMD Ryzen 9 7950X 16-Core
GPU: AMD Radeon RX 6700 XT
Motherboard: TuF Gaming B650m
Ram: 32gb dual channel

Are you sure that's the correct log? I dont see you attempting to stream at all in that log. Im no expert by any means, but Im having a similar issue (low bitrate & cant stream on an platform better than 360p when im connected wired to router and only works when connected straight to modem) Just wanted to make sure you meant to post that particular one. Unfortunately I cant help.

Hell, my upload is 350mbps! I can stream in 4k at max 51000kbps bitrate 98% of the time while connected to the modem. However, like yesterday morning, Ill wake up, go to start a stream, and I cant stream in any resolution on any platform. It just says im dropping 50-60% of my frames and the bitrate wont stay stable. All the while, the internet speed tests are identical with router in/out of line. I

Ive literally tried everything from a complete re-install (also deleting every single OBS file I could on the PC), deleted all plugin's, turned off firewalls, put router in DMZ mode, tried differnt platforms, different resolutions, different encoder settings, I tried auto bitrate, ive tried binding OBS to my IP, I set a dedicatied IP for my pc to my router, ive tried every setting in OBS, ive tried back up YouTube server, iver tried the normal server, ive tried streaming by using a streaming key, ive tried with my account connected, and im sure I did a bunch of other crap...

So I said all that wondering if youre having some of the same issues.

Yeah I'm sure that's the correct log file, I ran a test stream, replicated the issue mentioned in the thread and uploaded the log using the "Help > Log Files > Upload Current Log Files" menu.

Also I believe our issues might be the same, my stream setup never had any issues caused by my internet, but for some reason in the last month I've had to deal with unstable kbps and 90% dropped frames and the curious thing is, I didn't even change anything with the setup (No changes were made to the internet, to the desktop, or to the obs configuration, the issue just happened out of nowhere).
