Question / Help Handshake failed

Hello,

I tried everything i installed a fresh copy i ran the 64 bit version
i reset my steam key around 5 times. i even created a new twitch account but same problem happens
i read the forums nothing could help.
I tried all server lists too.

i did everything there still the problem exists, RTMP keeps failing to connect, and i dont think its a windows 8.1 problem.

When i add the 1935 port and 80 and 443 to the firewall i all these ports and they are open now.

When i check using this link http://www.yougetsignal.com/tools/open-ports/.

Ports are still closed.

Is this the problem ?
