Question / Help GTX 960 andProcessor Intel(R) Core(TM) i5-4440 CPU For Streaming?

im trying to stream with a GTX 960 and a
Processor Intel(R) Core(TM) i5-4440 CPU @ 3.10GHz, 3101 Mhz, 4 Core(s), 4 Logical Processor(s)
but it seems to lag.. sometimes i get steady 60+ fps but sometimes it drops to 40 or less. I am ready to upgrade, and i was wondering if i'd purchase a new I7 processor would help?

If there's other stuff such as software settings blocking it, not necessarily.
But classic is no longer supported.
