Question / Help Good settings for OBS

Anyone know a some good settings for OBS? I'm kind of new and still kind of get lost when it comes to fixing it and the buffers. My specs are i7 3770k, 8GB ram, Asus GTX 970 Strix 4GB. My friends are saying they see buffering from time to time and how to pervent a lot pixel showing on your stream? I usually switch from 1920x1080 downscale from time to time depending on what game I play but still have pixels problems and what should i do to change that? I will show you my obs settings also. And you think the server New York is good for where i live? I live in Minnesota. What's some good settings you guys know that will work great for me.

if you want to stream with 60 fps then go ahead and downscale to 720p else use 1080p30

for buffering your bitrate is set high this can cause buffering issues but lowering the bitrate will result in worse quality and usually if you stream often and literally every day for a few hours at some point twitch decides to not let you stream on the worst server
