No, I'm sorry but that's completely wrong. You need to use a resolution with 16:9 aspect ratio to fill the Twitch video player frame, not specifically 1600x900. 1280x720 is also a 16:9 aspect ratio resolution and will work fine. The entire purpose of the resolution downscale option is to provide lower resolutions with the same aspect ratio as your source.

Why don't you try Intel QuickSync? I have a low budget Pentium G3220 and I stream at 1280 * 720 + 60 FPS with 90 FPS ingame speed, no lag at all (SC2). The software and your hardware supports it. It frees up like 50% CPU horsepower. I get 4-5% CPU utilization in OSB when playing and streaming. I think it is really amazing.
