Global Hotkeys for Other Programs don't Work when OBS is Focused

Hey all,

I am having an issue that when OBS is focused none of my Global Hotkeys for other programs work. I originally thought it was only happening when using modifier keys (Ctrl, Shift, Alt) but after some testing, I realized that even having hotkeys set to a letter or number does not work. I noticed this started being an issue after the upgrade to OBS 28. This did not use to happen before.

If you run OBS as administrator and OBS has the focus, apps not running as administrator cannot receive hotkeys. For security, Windows doesn't allow non administrative apps receiving keystrokes while the foreground app is an administrative app.
