Ghosting in IP camera

Hello,
I have setup-ed ~10 IP Cameras and i have a problem with one of them. The problem is that the video it outputs has some ghosting. It's not consistent but whatever i try i cannot make it stop. I have also updated the windows coders but that did not fix the issue. I don't think that there is a disability in the specific camera because both NVR records 24/7 and Studio6 from Vimeo present no problems regarding ghosting when recording. All other cameras ( 8 of them are not the same brand and model except 1 which is the same with the one that shows the ghosting ) work perfectly. Finally, one of these 8 cameras ( which is different brand and model) shows the exact behavior from time to time but again, not consistent..

i have 100mbps switch via RTSP ,but only this camera have this problem .When i see this camera RTSP via VLC haven't the same problem,it works normally
 
I have found the solution the problem was the switch power over ethernet that all cameras and pc and Nvr are in the same POE switch..now i have 2 switch ,one for the cameras and one for the local network.now all works fine.
