I have been using OBS for some time now and Iv only really played/streamed slow paced games e.g. Terraria, Minecraft, so the setting I have at the moment keep the quality decent to good no blurring/pixelation happens. Now I would like to get the settings right for faster paced games like Titanfall and battlefield 4 on the xbox one using the elgato capture card.

I don't expect to get crystal clear quality but I do want less blurring/pixelation if possible.

DO NOTE THE PC WONT BE IN USE OTHER THEN OBS RUNNING THESE SETTING ARE FOR WHEN I'M GAMING AND STREAMING!

Current Settings
Encoder x264
QB 3
BRate 1500
Audio 96
Resolution 1920x1080 Downscale to 1280x720
30 FPS
Process Priority Class normal
x264 CPU Preset Medium

System specs
AMD FX 8350
8GB Ram
nVidia GTX 770 2GB

You're mostly limited by your bitrate. I'm not entirely sure if there's anything you can change to make it better, it seems like you've already got all your bases covered for your computer and internet connection.

I kind of figured that would be the case, just has some slight hope in possibly tweaking it a bit to squeeze as much quality into the stream as possible.

Thanks for your feedback.

One last question would lowing the Quality Balance past 3 do any better for higher motion games or is there no point in going lower?

You shouldn't be using the Quality Balance option at all if you're live streaming. Enable CBR instead under Settings > Encoding.

Iv thought about enabling that but wasn't too sure if it would do much. I'll give it a test today.

Now with that enabled, shouldn't it automatically stabilize the quality when anything happens whether its fast motion or barely any motion?

No. CBR stands for Constant Bit Rate, which means the bit rate remains relatively stable and the video quality fluctuates. This is ideal for live streaming where steady transfer rates are important. Quality Balance is a sort of overall quality "target" and is used for VBR, or Variable Bit Rate, encoding. VBR allows the bit rate to fluctuate based on what's needed to hit your desired quality target, assuming that it's possible within the bit rate constraints you've set.
