Question / Help Getting massive stutter & lag randomly ingame while streaming +hook conflict[CSGO]

I have tested other servers and lowered bitrate from 3200 to 3050 without any help.

intel 4770k 4.5ghz (MAX 65-70C while streaming & playing)
asus gtx 660ti directcu 2 OC (MAX 60C)
10GB ram ddr3
AOC 144hz + 2nd monitor 60hz both connected into my gpu

25 download speed, 9.5 upload

I always have it enabled on OBS but it still says in log analyzer that It's disabled.

My cpu usage never goes over 45% when I stream & play CSGO, always having ATLEAST +250 FPS or more.


edit: Enabled aero too.

I was checking like 20 other threads with same kind of problems, got it a little bit better with changing settings.

question: Is there a difference between 1920x1080 monitor res(downscaled to 1280x720) and just a 1280x720 OBS resolution? Which one is better for FPS?

Stream at 30fps, not 48.

It's better to use the larger scaled base resolution and downscale.

Well, I have been able to stream at 720p & 60fps in the past with this rig so this confuses me a bit, changing to 30fps if I dont get this fixed otherwise.
