Question / Help Getting FPS drops and stutter

So i currently have this issue in CS:GO and ONLY in CS:GO, i can run at 400FPS without streaming (capped on 135 since i got a 120hz monitor).
But when i stream i go down all the way to 90fps and it feels really stuttery and yes guys, everything is on low and multicore rendering is on.

I use DXTory to capture the gameplay from all the games i play.

When i look in the Task Manager and MSI Afterburner, i can see my CPU doesn't even go above 50% usage, and my GPU is also around 50-60%..

System Specs
CPU:
Intel Core i7 4770k @ 3.5GHz (Recently OC'ed to 4.0GHz, no difference)
GPU: Nvidia GTX760 2GB
RAM: 16GB Dual-Channel 1600MHz
MB: MSI Z97 Gaming 5

I use Nvidia Shadowplay (Nvidia NVENC) for streaming, since if i use my CPU my fps will drop even lower...

I uploaded the logfile i used to test the stream with, yes i know i had some monitor captures, that was for the task manager and msi afterburner so my friend could see it on stream, he tried to help me, sadly he couldn't help...

Had this post for a while now, really no one got a single clue how to fix this?
