Question / Help Games stuttering while obs open on second monitor

Ok, now I know this issue isnt related to OBS in particular, it happens if I have Chrome open for example, but I figured I would ask here anyway since someone may have a solution.

Now I just bought a Radeon 295X2, and this issue never appeared when I had my 970 SLI setup, so I know it's related to AMD in someway, but whenever I have a game running (CS GO for example) and I have OBS/Chrome open on my second monitor, it causes the game to stutter pretty badly. This only happens in Windowed Borderless mode. In fullscreen, this issue is none existant. the FPS doesn't change, but its very noticably stuttering. As soon as I minimize OBS/Chrome the stuttering instantly stops.
Also, it might be worth noting that the if OBS is open, it only causes stuttering if the preview is enabled. If its open, but not previewing/streaming, then theres no stutter at all. Chrome does not cause any stuttering, unless im watching a video/stream, then the stutter is there. Maybe this is a bug in AMD's drivers (which wouldn't surprise me one bit)
My Primary monitor is 144hz, and my secondary is 60hz. Primary is connected via Displayport and secondary via DVI-D

I've tried setting Windows 8.1 to basic/high contrast, no difference. I've also tried disabling crossfire. No difference.

Anyone experienced anything similar?
 
My CPU usage hasn't changed since I changed graphics card, neither has my flash player. I never had this issue last week, it's only since I changed graphics card that this issue has appeared
