Question / Help Gameplay stuttering, stable fps?

Hey guys. I've been having issues while using OBS and playing games, specifically Team Fortress 2.

Basically, everything is extremely choppy while streaming, though the in-game counter stays at 45-90 fps. I've tried lowering the resolution and graphic settings to the bare minimum. This makes the in-game fps counter rise, but the game remains choppy. Movement is sluggish, and everything just feels like it's running at some kind of unusual delay, contrary to what the counter states.

I'm curious to know if there's anything that I can do to make everything run stable? It also seems to only really happen while trying to stream Team Fortress 2, or any Source engine game for that matter.

My CPU is admittedly a bit outdated, being a first gen Core i7 920. I suppose that may be the brunt of the problem, though I just find it weird that it seems to only affect Source engine games. Is there some kind of conflict between my CPU, Source and OBS?

My system also has 12GB of RAM and a GTX 580 graphics card.

Also, does anyone have any recommendations for a computer (prebuilt or parts) that would allow me to stream using OBS? It would just be used as a streaming base, where I'd connect my capture card, microphone and camera to it. No actual games would be played on this machine itself.
I'm just looking for something that's affordable, and able to stream and record at 1080p.
 
Try forcing OBS to ignore core #1 in task manager while streaming source games. It can help with the framerate hit quite a lot, but the stuttering is likely something inherent to the games or their engines.
