Game stuttering/making my game not smooth

So I have been having this problem for a while when I try to record. I record a game like Minecraft which is really easy to run
but whenever I record my game is very stuttery and looks like it's just not smooth at all.

I have an i7 and 1070, but when I got to check both of those while playing the game and recording my CPU usage is normal and my GPU usage is only around 30-40%.

I play on a 75hz monitor and I'm playing in 1920x1080

I have game DVR and all of those turned off and I'm using the nvaec new encoder. I'm just really lost I've followed all of the other threads but none of them have been working.

sometimes it is very slight and sometimes i cant even move but its enough to make a game when I'm turning a lot feel weird

i feel the same stuttery problem when I lower my max frames anywhere and when I turn on vsync i feel input lag. and with Minecraft not being so resource heavy vsync, and lowering my max frames past 200 doesn't do much but make my game less smooth

i have seen some people say v22 of obs might be better on my game or even just an older version of obs may stop the lag; i haven't tried this yet I'm just kind of skeptical that an older version would be better.

here is my log file

1. Using Windows Update, update Windows 10 the newest available version. Your version is no longer supported.
2. Change the refresh rate on your monitor 60 Hz
3. See https://obsproject.com/wiki/Minecraft-Not-Working-With-Game-Capture
4. Run OBS as Admin. Right click on shortcut, properties, advanced, check box, ok, apply, ok.
5. Change your OBS FPS to 60
6. Record to MKV or FLV. If you record to MP4 or MOV and the recording is interrupted, the file will be corrupted and unrecoverable.

If you require MP4 files for some other purpose like editing, remux them afterwards by selecting File > Remux Recordings in the main OBS Studio window or enable Auto Remux in the Advanced Settings.
7. Display capture is the last resort. Build your scene with Game/Window/Video Device Capture etc.
8. Cap Minecraft at 60 FPS.
