I'm not partnered and run at 60fps streaming at 6mbps all the time. They changed it a while back so it doesn't matter now.
Yes playing the game at 1080. Some people play in a window. When you scale from 1440 to 720 it looks worse then scaling from 1080 to 720.
I have a RX 580 myself and even though some games I can get 70 average fps it doesn't matter because the stuttering is unbearable. https://i.imgur.com/5z5cRfw.png Turned out the fix for this particular game was to disable the AMD shader cache. https://i.imgur.com/qMuoxxB.png
It's why I prefer consoles, I find every game I stream, and I have about 300, a lot of them don't work out of the box for max performance.
Games like Wolfenstein and Doom 4 infact I have to use hardware encoding. Wolfenstein I had to rename a binary and add a steam app id to get rid of the stutter.
