The game "Division" uses a lot of CPU there there may be a need to increase OBS priority in advanced options, and/or for every time game starts, use task manager to reduce game's priority. Doing this may slow down game, to let OBS work better.
If OBS still records laggy video, show us OBS log files, found in OBS help menu, so we can see more stuff.
