Question / Help Game capture black screen on Windows 10 + Cities Skylines

I'm trying to stream Cities Skylines to Twitch using OBS 64-bit on Windows 10 but all I get when I create a game capture source; my image overlay source works fine and the audio for the game can be heard. I have been to the Twitch reddit, Cities: Skylines Steam Community and here in search for answers. I have found people having similar problems but not with a Windows 10 + Cities Skylines combination and on or after Windows 10 July 29 release date.

I tried streaming DiRT and OBS seems to work just fine with it.

Add -force-d3d9 as launch parameter to cities skylines

Run obs as admin and that should resolve the issue. Also set your key int to 2 and the buffering time to 700 as these are twitch requirements I believe.
