I definitely have the CPU power to handle medium preset before anyone mentions it.

No your CPU power is fine.
Increase scene buffering to 700ms should resolve your issue.

Something that is inefficient is you are doing 720@60 but your sources are 1080@30 (webcam) and 1080@29.97(cap card) which is just waisting frames. you cant just make frames that aren't there.

If you set your broadcast down to 30fps you could probably change your preset to slow and get insane quality and your frames would be more aligned with your sources. 720@30 needs around 2500 bitrate for decent quality so you are at no losses to drop the fps down.

So, after testing this out, I literally did exactly as you told me, I am having the same problem. Here is the Log file once again, as well as the link to the video showing the same issue. Should I Simply increase the scene buffering time?

your audio volume is extremely low. needs to go up on both game and mic volume.

I cant tell how delayed your game audio is because of the music and talking but it definitely needs a -700(maybe 1500) offset or more

I think your cap card need a little bit of buffering. can you please enable buffering for the card in OBS maybe 1ms for a test.

Also, did you intend for me to try a negative 700 audio sync offset? Or a positive?

negative. I think it will only go down to -700 with a 700ms scene buffering. and is why I said might have to increase the scene buffering a little more.

I fixed the issue with some playtime! Here is a log file if you are curious as to what I did.

due to the nature of AV sync option, it sometimes works well, but will still cause some occsational difting and in my experience, can cause some stream stuttering. I dunno, it might work for you. @FerretBomb uses it with success and could probably tell you what the plus/minus' are

I actually am having this saving issue as my OP. I haven't changed any settings as far as I know, since last post that seemed to be the fix. This is really boggling me. I know that I read that I should not have to use "Desktop audio Time-Stamps" but it seemed to work.

Here is another log if you or another care to take a look.

you added "Syncing audio to video time" from the original log you posted, so that is what changed, and if it works for you, great.

In regard to my latest post with the 2015-07-21-0813-40.log, I am having the same issue as my original post AFTER having used the "Desktop Audio Timestamps". It worked for a few days then went back to doing the same thing as my OP.

That was actually what I was trying to say in my latest post.

you don't want to use desktop audio timestamps. Just sync audio to video time

After Some Testing, some streams the audio is synced, some not, here is a log of today's stream and the audio was perfectly in sync, after having no changes from settings of the day prior with audio problems. The settings are the same as previous post where I displayed "timestamps" as the fix and I had issues, but here did not.

Two things,
1. lower your webcam resolution to 720p as a test.
2. disable the mic from within your webcam capture source and use the mic from the audio menu instead. I have a theory...
