Question / Help Freezing stream and FPS drog, lag CSGO

I Need help with My OBS settings to be able to Stream without fps drops, lag and My stream freezes :(

PC spec:

Motherboard: ASRock Z77 EXTREME4 ATX

CPU: Intel Core i5 3570K 3,4Ghz (Ivy Bridge)

Hard Drive: 1TB Seagate Barracuda 7200rpm SATA 6Gbit/s

SSD: Samsung SSD Basic 830-Series 256GB

Memory: Corsair 16GB (2x8192MB) CL10 1600Mhz VENGEANCE LP

Graphic Card: Gigabyte GeForce GTX 670 2048MB OC

Cooling: Corsair Cooling Hydro H80

Monitor: BenQ 24" XL2420Z LED 144Hz

Webcam: Logitech HD Pro Webcam C920

Internet: 200/200 Mbit/s

Router: Netgear R7000 Nighthawk

What settings Should i have in OBS?

set it to downscale to 720p, set FPS to 30, bitrate to 3000. lower bitrate as needed until you stop skipping frames. make sure quicksync is enabled.
