That might be a reason... 1000kbps is nowhere NEAR enough for even 720p@30fps, and you're trying to push 1050p@30.

Trifecta. AMD APUs are notoriously... well, let's say "anemic", to put it politely.
You're asking a mouse to pull a train car made of lead through a drinking straw.

Downscale to 480p or 360p, or whichever preset is closest and lower. Leave it at 30fps. This will work for both your APU, and low bandwidth.
 
Glad to hear it! Probably want to look at upgrading your network connection first, and then your CPU, if you want to run at higher settings. :) 720p@30fps, 2000kbps is the 'golden point' for non-partnered streamers, so you'll want to look for at least 3mbps upstream, and something equivalent to an i5 (or i7 if you have the funding handy).
