Question / Help Frames Issue.

I just recently upgraded from a 660TI and a i5 4690k to a 1060 with a i7 4790k. I was able to stream games with stable frames. (40-60+ depending on the game) Now I'm unable to stream any game, my frames are constantly spiking as soon as I even preview the stream my frames start dropping and become unstable some games I go from a steady 100+ to dropping down below 30 back up to 95 etc. I'm not sure if this is OBS, or my rig but I can list everything when asked, and get a log from OBS classic if needed. I haven't changed any of my settings on OBS and if my old computer could handle this, then I don't see why my new rig can't. If anyone could help, it would be greatly appreciated because I've hit a brick wall and I'm so frustrated because I can't tell if the card arrived with problems or if my CPU did, or if it's something else on OBS's end. I've been trying for the past 5 days to diagnose the problem but I just can't seem to figure it out. What I believe is happening is either OBS is having a problem with my new card or my hard drive / RAM is dying.

Your settings aren't the same in the two.
In studio you're set for 1080p60 where classic you're set to 720p60

Set your output resolution to 1280x720 in settings -> video

Uploaded the wrong file, but all I did was change the scaling in one to test it, because I was stress testing I always run downscaled 720p from 1080p. But that's not the point, I still drop frames on both settings, I just get more frames when downscaling to 720p vs native 1080p output. I drop frames ingame, not on OBS, my OBS is fine, but I'm trying to see if it's OBS causing it or something wrong with my PC.

Your video card isn't running in x16. Are you running multiple video cards or running with a video card and another card?

I'm pretty sure my MOBO has a onboard card, which I don't know how to disable, but I only have a single card that should be running..? I'm not sure what you're talking about but how do I make into x16?

By installing the card in the pci-e slot closest to the processor instead of one farther away assuming it's the only card in the machine.

The intel integrated card doesn't count for purposes of this line of troubleshooting.

You're saying reseating it into the closest PSI-E Slot will make it run better..? Never heard of that, but it's worth a shot ig.

So, I've done that and it's done nothing for my FPS, nor solved any problems. Also researched it and there isn't much of a difference from x8 to x16. Maybe .5 FPS.
