Question / Help Frames being dropped due to internet, but speed is fine?

Issue:

Little colored box in bottom right is flashing every color of the rainbow, frames are being dropped due to inconsistent upload I suppose.

HOWEVER, everything was working on these same settings a couple of days ago.

Ping test is fine, speed test is fine, I have 25 down 10 up.

Rebooted the router, and modem, reinstalled networking drivers, tried different Ethernet cords, everything I could think of.

I hope I'm not getting throttled but I emailed my ISP too.

I ran it for about 15 minutes or so and it dropped around 8% of frames

Scrub curious, is your ISP charter?
