I recently got a new computer and was recording without issues for some time. However, I noticed over the past week or so that my recordings have started stuttering with none of the normal indications from OBS. No dropped frames, no "high encoding CPU"; the only thing that I've noticed is that it sometimes drops from 60FPS to 58-59FPS, but I've had that happen before without stuttering issues. I should note that this computer is a complete upgrade from my previous one, VSync is not enabled in any of these games, and as far as I can tell, the actual framerates of the games are not suffering (120FPS in a game with much higher requirements than affected videos).
Here's a comparison to show what I mean. All of these videos were recorded on my new computer (must be viewed in 60FPS to be noticeable).

It's also worth noting that I didn't have this problem with any of these games on my previous computer. Anyone have an idea of what could be causing this?
