Question / Help Framerate difference problem...

So I can stream CSGO with uncapped framerates in game and OBS streaming at 30fps with no issues.

I tried doing the same with Homefront BUT for some reason the framerate difference of the game being uncapped and OBS streaming at 30fps caused the stream to lag. OBS had no indication of frame drops.
here is an example:

To fix the above issue i had to cap the games frame rate to 65fps while still streaming at 30fps.

Rainbow Six: Siege is similar to CSGO. I can have uncapped framerates in game while streaming 30fps and no lag in the encode/stream.
here is an example:

Now this problem is visible within OBS during streaming. No indication from OBS of frame drops or high encode. Nothing. What you see in the 1st Homefront example happens in the OBS window while the stream is going.

Other then capping the games frame rate. What can be done to alleviate the issue?
