Question / Help Frame skipping, with no discernable reason

Hey all,
I've been trying to get OBS up and running for streaming and for some unknown reason I'm having serious issues with frame skipping. I've tried multiple setups of bandwidth, going to 720p, etc. and nothing is working.
PC specs: EVGA GTX 970
i7 4790K @ 4.0ghz (OC'd to 4.4ghz)
16gb of HyperX RAM

1080@60fps fast preset with 2000kbps stream is insane.

First, 1080@60 isn't something that you'd run for a standard stream, the bitrate needed for this alone to look decent is 6000-8000kb/s which is 2500-4500kb/s over twitch's recommended amount.

Second, running a stream at fast preset really only produces better looking stream at higher bitrates.

Third, 1080@60 is unwatchable on many mobile devices and often on the viewers box laggy due to the decoding process taking up a lot of the viewers processor

recommended:

1. Raise bitrate/buffer to 3500kb/s
2. pick either 1080 OR 60fps, not both. i.e. 720@60 or 1080@30 if its a fast paced game choose 720@60, slow, 1080@30. for WOW, I've seen most streamers at 1080@30 since its third person shoulder which is easier to view at lower frame rates.
3. Faster (not fast) preset "should" be alright with 720@60 or 1080 but if you keep 1080@60fps 3500bitrate use veryfast which your CPU benches at 75fps when dedicated streaming 1080.
4. don't watch the stream on the PC you are playing the game on!
 
At that upload and Twitch cap (non-partner) you're limited to 720p 30 fps (at best) if you use fast CPU preset (works ONLY if your internet is wired and nobody else is using it). Even with these settings you're limited to CPU non-heavy games. Another option is to use a two PC setup (one for streaming and one for gaming, to get rid of frame skipping).

Thanks for all of your advice guys - unfortunately I found that even with these settings I was still getting dropped frames. I put it down to 720p and 30fps, and it was even more noticeable when I had dropped frames. It kept saying my CPU usage was too high even when I had it at the "faster" preset so I'm not really sure how to continue. Thanks.

he has 11mb/s upload.

@helloimluke go to very fast preset and make sure you're not previewing stream in obs or in a browser. That would be the only reason i could see your stream is laggy. Either that or you have to much open. Just have the game open and obs (disable the preview window). Stream a 5 minute sample then stop the stream. Wait for 5 minutes then go to your recordings on twitch. Post link here

I tried recording a sample of what I was experiencing only to have another issue - I ended up having twitch attempt to reconnect every 30 seconds almost on the dot for some odd reason so I couldn't even get a solid 5 minute sample of what was happening. So not only do I get frame skipping, I now have the reconnecting issue as well. Anyone have any idea what I should do?

from what ive seen the only time that happens to me is when 1. Ive added to many 0s in the bitrate or 2. Issues with twitch's ingest.
