"The GTA 5 modded version I'm running is also quite unstable, there a lot of framerate fluctuations"

Can't fix nothing when the source is bad, use a different game or video for testing.
the source is certainly not perfect but it's not that bad, I will try on other games and see how it goes.

If I was at your PC, I would probably have it fixed in about 10 - 15 minutes. Your system is bad ass, it just needs some tweaking.

well... it seems no real solution except 60 fps cap or 120 fps capture but that's overkill and not something I can do in the long run. The last thing I'm wondering is : would this also happen on higher end capture card like a magewell for example?

Hard to say. There's some crap going on with 13th/14th Gen k variants & Nvidia. No idea how bad it actually is or if OBS is even affected but until it's resolved, might not be a bad idea to sit tight & wait until trying the upgrade.

hey man,

Thought I would update you about this issue.
I'm finally happy with my recordings with most games except suicide squad but it doesn't matter (if framerate is unlocked). Now Fortnite, GTA 5 modded and most games that didn't record smoothly before now look good ! All I did was switch to a hmdi 2.1 capture card. I use the avermedia live gamer 4k 2.1 now (GC575). Also, setting the capture card to 60 fps on OBS seems to help when capturing not so recent games that push your screen to native refresh rate (mine is 144) and it doesn't look smooth but setting capture card to 60 on OBS solves the issue for me in those cases.
That's it for me, hope this will help other people that might bump into this. and also thank you for helping me
