Question / Help Fractional FPS Value Won't Stay Consistent

Hi, My pc runs about 900 fps on my main game Minecraft, I am trying to record at a rate of 240 FPS for motion blur when I go to render it in 60 FPS. When I record I run about 600 FPS, but my "240 FPS" fractional FPS value immediately drops in obs to 150-200, and it really looks disgusting honestly when I go and render it in sony vegas even with high settings set for both programs, I am not sure what to do right now and it is kind of making me mad, because I just got this pc and I know it can handle it, even more than handle it, I am just looking for possible solutions. I have tried pretty much everything, process priority on high, messed with every single setting, lowered, highered the quality, and nothing is working, I will link my pc so you can see the specs.

there exist a hotfix for that you need the newest version of brain.exe

240FPS needs Special hardware that can render 240 Frame Per Second
60FPS for the most systems realistic and 120 Too with Turing Nvenc in special situations
