Question / Help FPS (& Other) Setting Advice: Noticeable Difference?

I've heard a lot about setting OBS to 30fps can actually improve quality, but I'm unsure as to the truth of this and would like some advice on getting the best possible image possible.

Would there be any noticeable difference between 30fps and 40fps if any other settings were changed in OBS?
Or would it look choppy and/or no difference?

I'm currently running the following:

i7 950, 12GB RAM, GTX 780, 1920x1080

My OBS settings are as follows:

(1.50) 1280x720, Bilinear, 40fps
CPU preset: faster
Encoding profile: high
Keyframe Interval: 2
Upload: 1500 (2MB is our max)
Quality Balance: 6

Our streams look good, but I'd like a bit more clarity, especially with faster-paced games.

I seem to have a good balance of things, as it looks pretty good (better with some games than others) but am wondering if dropping to 30fps from 40fps and cranking-up another setting might help with some quality (without sacrificing performance)...?

Especially given that we cannot right now get any more upload from our cable company.

If dropping to 30fps from 40fps and adjusting anything else could bring more quality without sacrifice of performance (i.e. looking choppy) could someone please let me know?

I've heard of some people dropping their fps and moving to "fast" preset and ending up with better image quality, but I don't know the accuracy of the statements.

Note: I do know that, ironically, faster-paced games generally look better at higher fps, but I've heard some people state that dropping the fps still made it look better maybe when adjusting some other settings (or just letting the extra bandwidth take over), so I'm trying to get a grasp on the best settings possible.

1500 is insufficient for 720p, even at 30fps. High motion will always cause it to blur. Sadly the only real options for you to deal with this is either use more downscale to offset the lower bitrate, or purchase better internet.
