Question / Help FPS Drops in CS:GO Random Streams

Hello Guys,
I have been trying to stream for quite some time now. I have my settings set up to where they look amazing and my computer can still handle it.....but one day I will be playing CSGO and average 250-300 FPS while broadcasting with these settings and then the next day I will have 150 fps. I haven't changed anything in my system, closed all programs using any CPU power and it continues to confuse me. Just very frustrating and makes me not even want to attempt to stream when I can feel slight delay one day and smooth as butter the next. Any help would be greatly appreciated. Here is a log.

Also - I was monitoring the CPU usage while this log file was created and it was constantly 95% + usage...hitting 100 quite a bit. I'm not sure what it's at when it feels smooth but I can't figure out why it's completely different each day. CSGO usually takes about 60% and OBS using about 40% I believe.
 
I just changed advanced settings to Veryfast Preset and CPU usage dropped and stuck between 70-80% but it still feels a little sluggish. CPU temp is staying around 50C while playing & streaming so I don't think it's a heat issue.

I have tried capping CSGO fps and it does nothing for me.
