Question / Help Fps dropping while streaming

Hi, I have a GTX 980, a i7 4790k 4ghz processor, overall a decent pc, and when I try streaming CSGO I get fps drops, like from 300 fps to 0 or really close to 0... Here's my log:

I couldn't find the program thats hooking d3d9.dll and I have no idea which program could be doing it...
Help pls
 
Game capture detected a hook conflict but was unable to determine which application was responsible. Try closing any other applications that may be injecting into your game, such as FRAPS, D3DGear, MSI Afterburner, AMD Raptr / Gaming Evolved, Action!, TeamSpeak/Mumble Overlays or any other kind of FPS monitor or overlay program
 
I read the log, I know that's an issue, but as I said, I can't find the application that might be injecting into my game

edit: I tried using windows cmd : tasklist /m d3d9.dll (which is supposed to say every program using that specific dll) and it says no process is using it, not even obs

edit: i just formatted my pc and still getting the same error... I only installed drivers (only graphics driver, not the experience thing), steam, razer synapse, teamspeak, browser

update: I retried the tasklist command after formatting computer, now I'm actually getting the processes using d3d9.dll. I only got obs.exe and CLRBrowserSourceClient.exe (see image), and I'm still getting the same log, saying that Game capture detected a hook conflict

btw, even when I didn't have CLRBrowser installed yet, the log was still the same.
