Bug Report FPS Dropped to 30 Regardless of Settings

I changed the cap to far above 30, my rig can run almost everything 60 fps no problem. I get 0 frames dropped as well.

Using my psychic powers, I'm guessing you are using monitor capture with Aero enabled. Disable it.
