Question / Help FPS drop

I recently reformatted my computer and installed OBS and followed the guide by Twitch to set up my settings. Before formatting I could stream flawlessly now I experience a massive drop in FPS. I've tried lowering bit rate and changing different servers. I tried the exact settings I used before reformatting and it didn't work.

You're using monitor capture with Aero on, which will result in the frame rate for just about everything to drop to around 22. There's even a giant warning message that pops up when you try to add monitor capture while Aero is on to inform you about this. Either stop using monitor capture, or switch to a non-Aero theme in Windows.
