FPS DROP While streaming LoL

Hi guys I would like to understand why if I play the game League of legends at 120 sometimes it drops up to 90 and if I cap it at 144 it drops up to 110/120, is it a hardware problem of mine, an obs problem or the game?
this is my latest streaming log and the task menager while playing and streaming .
the fps drop only happens when I stream

I use x264 encoding because my GPU can't handle streaming

You are running Windows 11 Insider build 26100; because Insider builds are test versions, you may have problems that would not happen with release versions of Windows 11.

Ideally you want to minimize frame rate and resolution conversion. Your monitor is 1440p 165Hz and your output is 1600x900 60FPS. Your monitor supports FreeSync™ Premium and Adaptive-sync. Your GPU should support at least one of those. Since your game is 1440p, set your base resolution to 2560 x 1440. This will avoid double downscaling. Adjust the game settings until you can get a consistent 130+ FPS while streaming and then cap the FPS at 120.

It looks like you were trying to Window Capture 4KCaptureUtility.exe; don't do that. Use OBS Video Capture Device instead. Enable Hardware decode and buffering for your switch.

hi so I tried to do it with the settings you told me and someone on the obs discord advised me to put h 264 as encoder and it didn't lag me like months ago.
fps drop still happens but I feel it less
