Question / Help FPS DROP OBS NOT GAME

So Ive recently started streaming and i started streaming overwatch, then one day i restarted my pc and then i started streaming and my fps only on obs went down to 0-15 and wouldnt go any higher, my fps in game was extremely good just not in obs please help. ALSO I HAVE NO DROPPED FRAMES MY INTERNET IS SURPERB
MY CPU USAGE IS 70%-85%

My Settings:
Encoder: Nvidia NVENC
Use CBR: Unchecked
Quality Balance: 7
Max Bitrate: 3000
Resolution downscale 1.25
FPS: 30
NVENC Preset: High Performance
Encoding Profile: main

PC SPECS:
GTX 960 ssc
AMD FX-8350
8gb ram

Looks like your GPU is getting overloaded. Running a game without vertical sync or a frame rate limiter will frequently cause performance issues with OBS because your GPU will be maxed out. Enable vsync or set a reasonable frame rate limit that your GPU can handle without hitting 100% usage. If that's not enough you may also need to turn down some of the video quality options in the game.
