Question / Help FPS drop in-game, Not on Stream

Hello, my name is Chris. My problem is, when i am playing tf2 and i have obs open and im recording or streaming, my fps in game drops. It can happen from the first 2 minutes to 7 minutes and i will sporadically happen afterwards.

I have monitored all my temperatures and they are well below normal and none of my hardware even comes close to going under full load. In OBS i have no dropped frames at all. Ive tried disabling my preview also. Ive tried disabling things like msi afterburner when i stream and this still happens. This drop only happens when OBS is open.

Here is my log file where i joined one server, waited till it happened, exited out then joined another and till it happened again.

Any suggestions or help is appreciated.

So after about a million (felt like it) changes and tests. I noticed while running obs my memory clock and core clock on my gpu dipped off ever so slightly during these low fps moments inside my game.
So far i just streamed for 30 minutes and everything was fine. The "fix" was in my nvidia control panel the power management mode was set to "adaptive". I changed it to "prefer maximum performance" and no dips have occurred. Im going to test it more tomorrow and report back here in case someone else down the road runs into the same issue as i. So maybe it had to do with Windows 10 and OBS or my 980ti and OBS. No idea.
