Question / Help Fluctuating bitrate?

I have my bitrate set to 2000 Kbps, but at times when I look down it will be up as high at 3000 Kbps, but it will also fluctuate down to ~1000 Kbps is this my ISP being really stupid or could my settings be messed up? Sadly my ISP is Verizon Fios so I know they have issues with twitch...


Edit : I did some more reading, it is apparently my network rate that is at the bottom right corner...So i guess it is a ISP issue >.> If i'm wrong please correct me

this happens to everyone and its more a problem with obs you can limit the fluctuation but you cant get completly rid of it and limiting it is a hell of a pain in the ass
