Question / Help Fluctuating bit-rate problem

Hello, I am a relative new streamer from Australia using OBS. I started back in October last year and recently upgraded my PC. As of the last month I have been seeing a huge difference in my dropped frames during different times of the day.
As a quick example, from 6am, when i get home from work, I can stream with a 1800 bit-rate for 5 -6 hrs and get no more than 10 dropped frames. After 5 pm, using exact same setup I receive more than 4000 dropped frames in less than 10 minutes.
So to get precisely to my question, I am new to trouble shooting this issue and would appreciate very much any help steering me to resolve this problem. Let me know what you need and I will do my best to provide all details. Thank you in advance.

Pc: i7 4770k @3.5ghz, Asus Z87deluxe-dual MB, 16gb RAM, Gtx 570 Graphics card.

Perhaps it's your ISP? Sometimes ISPs limit bandwidth at certain times of the day, or perhaps it has legitimately bad infrastructure.

Tested to various locations, eg, Brisbane where i live, Singapore for streaming, and various US servers for backup. Pings will always be high from here due to location. That said my upload stays good enough for a stream.
The problem i have is that i used to be able to stream at a good quality with no dropped frames, now i cannot even maintain stable frames at 800 Kb/s. I checked with my ISP and no changes have been made, no repairs or fixes or throttling.
The unstable performance has occurred after the first of the 2 most recent OBS updates.
ISP infrastructure here in Australia is fickle and legitimately bad, but to go from everything being a dream to always being a nightmare has me bald from all the hair I pulled out of my head.

The fact that it happens at certain times of the day really makes me believe that it's just your ISP getting overloaded at that time of the day. 5PM or so is when most people are getting home from work, no?

Netcode for OBS has not really changed in months, other than some logging changes that wouldn't have any impact on frame drops.
